NC statute amendment draft mentions Subarna Shamsher Rana

Kathmandu : For the first time, the Nepali Congress (NC) has mentioned Subarna Shamsher Rana, one of the founders of the party, in the preamble of the draft of its statute.

According to statute amendment draft committee member and party leader Dilendra Prasad Badu, Rana’s name was added in the preamble of the statute draft which has been presented in the (ongoing) party’s Mahasamiti meeting in Kathmandu.

“There was an opportunity to form a government after being elected in the 2015 BS first general elections which was concluded by the government under the leadership of Subarna Shamsher Rana with a two-thirds majority…” has been added in the document.

‘The Nepali Congress Statute, 2017 BS’ (amended eighth time till March 6, 2016) has earlier included the names of party’s founders and veteran leaders– BP Koirala, Ganeshman Singh, Krishna Prasad Bhattarai and Girija Prasad Koirala– and acknowledged their contributions to the party.

The name of Subarna Shumsher, who had actively fought against the autocratic Rana regime, was missed in the statute. However, the future generation in the party remembers him through party programmes, and gatherings, highlighting on his contributions.

Three months ago, the NC had constituted the Statute Amendment Draft Committee under the convenorship of party general secretary Purna Bahadur Khadka. The Mahasamiti meeting underway since December 15 is concluding today. The draft endorsed by the party central committee meeting was presented before the Mahasamiti meeting Saturday.

The draft including other all reports presented in the meeting will be passed by the meeting to come into force.
The first parliamentary election in the country was conducted by the government led by Subarna Shamsher in 2015 BS amidst political confusions taking BP Koirala into the power making him the first people’s elected prime minister of Nepal.

Similarly, the preamble of the document puts it, “Priding on the historic feat of promulgation of inclusive, pluralistic, federal and republic constitution from the Constituent Assembly under the leadership of NC President Sushil Koirala.”

Also the mention goes: Reminding the glorious history of the implementation of constitution with the fair and successful election of all three-tiers of governments under the leadership of party President Sher Bahadur Deuba.
The Nepali Congress history has maintained that leader Surbarna Shamsher had tremendous contribution to the party till the establishment of Nepali Congress in 2006 BS with the unification of Nepal Rastriya Congress (established in 2003BS) and Nepal Prajatantra Congress (established in 2005BS).

The Rastriya Congress was waging non violent protest against the autocratic Rana regime. Arguing that armed revolution was needed to depose the Rana rule, Subarna Shamsher involved in establishing the Prajatantra Congress. As a result, the unification of the two Congress’ and the armed revolution toppled the Ranarchy.
After King Mahendra’s coup in 2017BS, Subarna Shamsher continuously waged struggle against King as BP, Ganeshman, Bhattarai and other leaders were jailed.

BP Koirala has also vividly mentioned in his autobiography about the role Subarna Shamsher played for Nepal’s democracy. Subarna Shamsher had died on 2034BS.

During the exile in course of the democratic movement, the properties belonging to Subarna Shamber were captured by the government and nationalized later.
